Also, many US Spanish stations ID in Spanish now. The FCC has not changed
the rules, but has seen fit to "allow" this to happen.

Just because there is no call or location in EE at TOH, doesn't mean it
isn't a US station. Quite often, they don't ID when they are supposed
to.  If you are hearing this during the day, KGDD, it has to be I would
think.
