[IRCA] KOPT-Eugene OR now on 1600.

1600   KOPT   OR, Eugene, IDing as now on 1600 with "Progressive Talk",
Air America, ex 1450 at 2146 EDT 4/7. I missed this, if it was posted.
When driving through Eugene in Nov, KOPT was on 1450. Interesting as I
remember  when KEED-1450 and KASH-1600 switched too.
