540 is the Maryland station...which could probably indicate that the call swap with WGOP 700 hasn't taken place yet. They have a CP to move from Pocomoke City to a Washington suburb. The 820 station is indeed Frederick, MD; Bonneville International owns this one and WTOP 1500.
