[IRCA] IBOC on 1030

I just noticed how WBZ's usage of IBOC past local sunset is creaming KDKA 1020 
and whoever is on 1040 right now (12/7 1730 EST).  Yes, they will turn off the IBOC 
at 1800 EST, but if this is any indication, the band will definitely be messed up if more 
stations use IBOC.  I can get a null on WBZ with my K9AY but the hash is still 
noticeable on KDKA,
