Les,
 I have the same antenna. Top of fence height is fine for this loop.

 Most HOA's allow one to put up anything in the backyard. Put the loop 
on a non-conductive fence or similar height as far away from noise 
source (house, neighbor's house, etc) as possible.

 Use TV rotator to remotely turn the loop.
