I don't like using the word "cheater" because that indicates intent and that
isn't known. I know I've heard a few new stations recently and they were
definitely running day power at night. But the reason for that might be
equipment failure vs. intentional.

DXers should think twice about policing the bands. We should have good
relations with the stations and if there is a problem the most we should do
is contact the station about it. I'm one of the few of us who collect
verifications and I would hope that the stations still view our hobby as
something benign and not something that negatively affects their business.
