[IRCA] TP DX in Seattle on February 26

Conditions here were similar to what Dennis reported.   There was an 
impressive sunrise enhancement at the high end of the band.  I had 
almost no TP signals below 1200 except for very weak signals on 972 and 
774.  Here's what the SDR captured:

1557    Taiwan, several short announcements in Chinese (ads?) 1445
1566    HLAZ, Chinese talk and bits of music 1431
1575    VOA, man & woman in Burmese, then news report by phone 1445

Fair
1314    DWXI, male monologue in Tagalog, 1445

Poor
774    JOUB, faint pips 1200
972    HLCA, Korean talk 1438
1287    JOHR, weak talk & music 1446, JJ inflections
1422    Occasional bits of talk 1447
1593    CNR (presumed) occasional syllables when KLFE relented 1447
