[IRCA] TP DX in Seattle on January 29

The SDR recordings showed some signs of life on the low band at 1300, 
but the opening lasted about 5 minutes and only included NHK 
powerhouses.  Otherwise, there was a routine sunrise enhancement 
featuring some of the usual suspects.

Good
594    JOAK, pips 1300, about 15 secs of music, then man and woman 
opening the next show; NHK was mentioned.  Soon faded.
774    JOUB, cheerful-sounding song 1259, pips 1300, then weather 
report, briefly at good strength 1302
1566    HLAZ, woman singing, then anmts in Chinese 1529
