The frequency "wobbling" originates at the Cuban stations.
It would seem to be intentional rather than just being a result of
poorly-maintained equipment.
This has been noted at different times on many different Cuban stations
including those you mentioned, plus 870 and others.
Maybe it's to increase interference to co-channel US stations (WSM-650,
WAXY-790, WWL-870, etc.) that could otherwise be heard "backgrounding"
the Cubans' audio.
Of course it could just be unintentional technical incompetence and old
broken-down '60s-era low-quality Commie transmitters instead, sort of
like those perennially off-frequency Albanians.
Here on Cape Cod, Cubans dominate on many channels at night especially
if I'm running the null-north cardioid pattern SuperLoop or an ordinary
loop nulling E/W.
