[IRCA] TP DX For Saturday Sept 28

It was kind of a weird morning today.  Many stations were much weaker 
than normal but a couple of others were in unusually well. JOBB-828 
usually lags behind the other high powered NHK stations, but today was 
second only to  JOUB.  JOHK-1287 finally produced some really good 
audio, too, after being little more than a carrier so far this season.  
VOA-1575 was also doing a bit better than normal. Alaskans were totally 
missing.
