[IRCA] unID on 1040 u/WHO w/music

Hearing someone here under WHO w/a variety of music -- Marvin Gaye's "Sexual Healing" at 1850 ELT, Natalie Cole's "This Will Be" at 1855, then the Judds' "Love Can Build a Bridge" after that.  Doesn't sound like KCBR's format.  Anybody else hearing this?
