[IRCA] 1390 unid(s)

I wonder if anyone can help identify this - recorded on 1390kHz at 0400 
utc today.

The loud station at the start is (I assume) WEGP, then in it silence 
there seems to be a call and perhaps part of a second one (WMER ha been 
suggested), before WEGP returns.
