[IRCA] lack of TP

Checked over the SDR files from this morning, and now understand why 
nobody had reported anything.  Sunrise enhancement just 
wasn't.   Oddly, HLAZ-1566' best signal was at 0900 UT with NHK style 
pips and a woman talking in KK, all at fair to good strength.
