[IRCA] WKVQ Test

I had remote recording running and was able to catch the initial sign on voice ID just following dominant KXEL's TOH ID and then a solid code ID using touch tone/dial tone as others have noted after "Sleigh Ride". This was QSL'ed last year from the prior test.
