Conditions for TP's down from yesterday.  No second tier Japanese stations
heard this morning.

153     RUSSIA, Radio Rossii 1440 fair signal on second scan of LW band.
189     RUSSIA, Radio Rossii 1423 poor with man in Russian.  Still poor at
           1441.
279     RUSSIA, Radio Rossii 1424 threshold level audio.
594     JAPAN, JOAK NHK1 1425 good signal with woman in Japanese.
693     JAPAN, JOAB NHK2 1505 fair signal with Japanese program.
774     JAPAN, JOUB NHK2 1437 good signal with man in Japanese.
828     JAPAN, JOBB NHK2 1439 good signal with piano music and Japanese talk.
1566   REPUBLIC OF KOREA, HLAZ 1428 weak signal with woman in Asian
           language.
