[IRCA] NE Oregon Monday Pacifics (lack of)

Very poor today, only weak hets on MW, no audio. LWBC Rossii doing well 
except for 234. 1500 utc pips then transmitter off on 153; 189 and 279 
barely heard just prior. 209 Mongolia nice fadeup for several minutes 1402 
utc. Last night 180 had Russian Rossii-type format but didn't sound like 
Rossii for the 0530 and 0600 checks, good fadeup for 30 minutes first noted 
at 0529 utc. This morning 180 still good het with traces of audio well past 
previous 1300 utc signoff of Rossii--noted as late as 1430 utc.
