I had a lot of noise around 1575, so couldn't dig out audio, but there were two strong (and Doppler smeared) carriers of 1574.995 and 1574.993 kHz. MWoffset list says VoA is 1574.997, but that is two years old, so perhaps VoA has drifted a bit. But, no idea who the other might be...

Because of the rather massive strength (stronger than even HLAZ 1566) I have to conclude that this was the VOA in Thailand with a feed problem, resulting in fill music only. Until I hear a better explanation, that's what I'm concluding. AFN Japan (1 kW transmitters x 3, I think) wouldn't be booming in like this, and besides, they run network news at the TOH.
