[IRCA] Arizona TP's for 9-27-11

Listened from 1250-1320 utc and conditions was the best this year with no t-storm noise and the noise level was down.  Carriers were heard on 558, 594, 657, 693, 747, 774, 828, 872 and 1566.  JOUB-774 was heard at 1258 utc with EE lesson and time pipe at 1300 utc with a fair signal.  Weak audio on 1566 at 1312 utc.
