[IRCA] TP for 2 May from Victoria, BC

Well, I tested the hypothesis that conditions might be better earlier these mornings...and, if that's better, I'll stick with worse.

Listened from 1200 to 1235UT on and off this morning.   738 was the only audio, and rose to a quite readable signal at 1212UT w/man in FF, then slowly faded.   Good carriers on 1566 (no audio even after pattern change at 1230UT) and 1287.   That's it.
