[IRCA] Application by CJOY-1460 Guelph ON to move to FM DENIED by CRTC

The application by CJOY-1460 to move to FM was denied by the CRTC as  
it would
result in the owner, Corus, owing more than the maximum two FM  
stations allowed in
this small market:

The Commission denies an application by 591989 B.C. Ltd. to convert  
CJOY Guelph
from the AM to the FM band. Approval of the application would require  
an exception
to the common ownership policy, and the Commission does not consider  
that an
exception is warranted in this case.
