[IRCA] NE Oregon TPs, Tuesday

Despite the high A index, 738 presumed Tahiti doing fairly well this 
morning, peaking at weak level at 1211 utc with two men talking in French. 
But it went rapidly downhill after that and was only a het at 1216, becoming 
a poor het after that. Nothing but poor hets for anything else.
