The ham mentioned the call and frequency, but all I remembered was the 7 watts at night and the price. 
This ham is retired broadcast engineer and read the information from a on-line radio site.

It could be another 90 days or more before the CP is granted, then I expect 
at least 6 months before this station is on the air. 

7 Watts will about cover your transmitter sit,e not much more, lol
