[IRCA] west coast TA LWBC

Happened to check the radio just now, 0350 utc, and 162 France at poor/weak 
level, 171 Morocco at poor level. Usually it's just Morocco if I hear 
anything, so sort of unusual. Only a poor het on 1215 for MW.
