It could well be a NOAA rebroadcast which can be ideal for local
listeners and TIS/HAR operators. However, for DXers, it may well be the
pits! When visiting family in the College Station area of Pennsylvania,
there was a TIS/HAR on 1630 that was, seemingly, non-stop with a NOAA
rebroadcast. When Penn State Football was being played at home, the
station reverted to a true HAR with IDs. Here in Eastern North Carolina,
there are a couple of HARs along the coast that do the same, but with an
ID every 30 or 60 minutes. I don't think that's legal, but after a
while, you get to know which is which. Local military HAR on 1640 has
never IDd as far as I can recall.
All this said, can you get a NOAA ID or any of the TIS ID, etc?

weather, though. This could also be a simulcast of a NOAA VHF
weather station, which I think are licensed by the NTIA rather than
the FCC, but a web search didn't turn up any mention of such a
station. Anyone have more info on what station this might be?
