Karl,

As of last Summer, the 1710 Pirate in Boston (Dorchester Neighborhood) was French Caribbean.  The following listing is from Bruce Conti's website:

1710       R.Top Inter, Hyde Park-Dorchester - 24 hr. French Caribbean, relayed on 98.9 FM.

Perhaps the one you heard is from NY or southwestern CT?
