[IRCA] 1575 early TA signs

1575 has a easily discernable het (audibly not "just" spectran) on the Eu
beverage, before noon local, 1849 ut....

It seems to be often in earliest and often the only TA carrier heard mid to
late afternoons, but back on our Nov10/11/12 listening weekend, it had audio
at noon. Those conditions are starting to reoccur with the 27 day sun cycle
so get ready....  The Norwegian K index site at http://geo.phys.uit.no/knum/
is showing very low readings, also a very good sign.

1539 is also up as well, equalling 1575 at 1857 ut.
