Actually, Jim, the link is the old information, dated May 20th, I 
think.  The frequency noted on the mwoffsets group was measured in 
the last few days.  However, the implication is that Albania does drift.

The mwoffset (Yahoo) group is a very helpful one if you're chasing 
after this sort of information.
