[IRCA] TA....on west coast?

Nick,

1215 is a level 2 carrier here.  189 is a level 3 carrier.  Back in Oct 2005 the "Voice of Russia"
was heard a few times on 1323 kHz, always after 1015 PM Pacific time.  No heard again, even when conditions have been good.
