Powell,
That is common in Southern CA. Your house is flooded away, a fire,
mudslide, and the people build back in exactly the same spot, waiting
for the next one. One guy was interviewed on KTLA 5 LA and rebuilt 3
times is 20 years and said he would rebuild again.
