[IRCA] WBAL is better now

In all fairness I have to report that WBAL seems to be faring a bit 
better now (9/20 0420) There is not as much hiss when I have WBAL with 
the strongest; it is just barely detectable now. I am sure that this has 
to do with the signal strength of the offending station.

Or are the stations playing games and something was out of adjustment?
