[IRCA] Ground termination

Transfered 2 ground termination pots from plastic to metal today.  I used 2 plastic zips ties to strap them to the ground rods.  

I set each pot to 960 ohms and then connected them to the antenna and ground.  Is this the correct method?  Or should I connected them and then trimmed the pot to 960 ohms?  Thanks for the help in advance.
