On AM, with Part 15 it is 100MW Transmitter output that counts, not being
measured 30 meters from the antenna, there would be absolutely no signal 30
meters from the antenna.

Now, for Part 15 FM.. it is measured by field strength.

AM=Limited by power output
FM=Limited by field strength 250mv/m
