Sounds like someone left a carrier up after sign-off. OR,
Maybe someone is working on a CP, had the transmitter up and
it wasn't set on frequency. So now it's on frequency, but the
transmitter is being "baked" to let it settle down. The
testing station could be overriding WJR.
Have you a audio clip you can send me?
