Signal intensity varies according to the square root
of the power change:

so:                       --------
                          / 500/25    =  4.8 .
                         /

Then, an S unit = 6 dB, and 6 bB is about a doubling
or halving of signal intensity.

So the ham should have dropped about 2.4 S units.
