[IRCA] TPs for 27 March

A definite divide in the band here today.   Pretty much dead below 1500 
khz.   A number of weak carriers, but nothing close to audio.  The big 
Japanese signals on 594,693,747,774 were very weak carriers at best, and 
at times not even that.   Above 1500 was different, with solid carriers, 
and the best audio of 2007 from the Korean on 1566.   1575 had a strong 
carrier (or actually 2 according to Spectran), as did 1557.
