[IRCA] Radio Rossii on 279 & 189 0800 ut hour

Radio Rossii Russia FE in on 279 with a good signal at 0827 ut.  Never heard them this early and surprised that the signal is this strong.  At 0835 Radio Rossii with weak signal on 189.  153 with carrier only.  Good Luck.
