[IRCA] JOUB 774 fair at 0817 ut

Good Morning,

Just turned on the radio at 0817 ut and JOUB 774 Japan was in with a fair signal.  If you need Japan you might give it a try, they should be around another 6 hours on the West coast.  No other TPs heard with audio, HLAZ 1566 had a decent carrier.
