[IRCA] NE Oregon TPs

1116 had a nice fadeup briefly at 1510 utc with two men talking with Down 
Under accents. A couple other times, poorer fadeups. The usual huge het on 
1098.
594 and 693 with poor audio now and then, too.
No LWBC hets or other strong JJ-freq hets; no PNG today.
