[IRCA] VA TIS on 1620

I'm getting a Richmond, VA area TIS on 1620 with tourist info for the Richmond area at 1715 EDT on Oct 15 local.  Poor, didn't get the call, but I did hear mentions of "Virginia Department of Transportation."  FCC database shows WPQE514 in Ashland (north of Richmond, near Kings Dominion) with 10 watts, so presume this to be them.  Estimated 146 mile reception.
