[IRCA] "CBS Radio Networks Channel 44" blown automation on 1340 in the west

If anyone can figure out who this is, it would put my demented mind at ease.  The announcement then 5 seconds of tone over and over.  Now 0309 PT, and its been running since at least 2300 PT Sunday.  All I know is that its northeast of San Francisco.  More info listed here just in case someone later reads this and can figure it out.  Dennis...thanks for your help in trying earlier.
