[IRCA] unID 1340 TT in the west...help!

I'm hearing a test tone on 1340 from the San Francisco Bay Area.  The only audio I can make out besides the tone is ".....CBS Radio Network.....".  This started after 2300 PT.  It is now 2312.  Can anyone help?
