[IRCA] KEVA 1240 DX Test QSL INFO (Updated; Please Read)

CE Michael Richard at KEVA 1240khz would like to QSL directly for the
upcoming DX test and also to provide verifications for last years test
for anyone who did not receive their card.

For last year's test, or the upcoming test, the QSL information is
as follows:
