I believe this is a very reasonable and realistic approach, and I
support it 100% and want to alsk thank Les for his efforts.
I want to add one thing in response to some other comments, namely that
I really do not believe that anyone at a station who agrees to do a
test does so without an intent to respond confirming reception - it's
just that other circumstances ( such as no longer at that station ) get
in the way. Very often that individual may be running the test without
any explicit understanding of anyone else at the station, and so we end
up without veries.
