[IRCA] NE Oregon TPs

Conditions for MW TP seemed mostly poor this morning. While about the same 
number of TP channels with audio were heard as yesterday, levels were 
weaker, didn't get started until a little later, and ended a little sooner 
than yesterday. LWBC was poor as well.
I was distracted last night and didn't check for TA/Trans Polar signals.
LWBC audio heard this morning on 153 weak, 180 weak, 279 medium/loud. MW 
audio heard on 567, 585, 594, 612, 648, 693, 738, 774, 828, 864, 891, 1566. 
PNG beacons 1725 GA and 1737 KUT heard.
