I suppose that a satellite antenna and receiver are supplied to each ship. If not supplied, then purchased out of ship's recreation fund,
or as last result funded by the crew. Captain and XO will pay largest portion of purchase cost.

Where the troops go, the commo types go, and the commos either know or are pressured by colleagues to install receiver systems.

Especially in our Navy, the electronics techs are used to operating independently of shore assistance; in the MarCorps, the higher-up
enlisted often have masters degrees.

Coast Guard is effectively a drug-interdicting Navy.

Only Army, and Signal Corps I don't know about.

Talent in military is ahead of general civilian population.
