Please accept my sincere apologies. The latest guess I had was Radio Fe y Alegria in Caracas. This is pretty common on this side of the pond and I wrongly assumed that guys had closed down with a definite ID and took it off the web page. Fortunately I had not dumped the audio clip which is at http://www.geocities.com/barry.davies25@xxxxxxxxxxxxxxx/1390unida.mp3
 
Any luck with a positive ID would be much appreciated and my apologies for jumping the gun.
