If the carrier is sweeping +/- from 1100, then listening to either sideband
alone would only give half the story.  When in AM, you hear both sidebands,
and therefore the heterodyne of both plus and minus which would appear to be
twice the USB or LSB rate by itself.  What that proves is the carrier sweeps
above and below the nominal 1100.  That makes sense if the transmitter
oscillator is faulty.  There's no reason why it would sweep only higher or
only lower.
