As an example, KIIS in LA is carrying Kiss en español, a bilingual, jocked
pop format... on HD2 in LA. One of the CC stations in SF is carrying the
KSJO audio from San Jose on HD2. The idea, pioneered by NPR, is to offer
something not on radio now.

That is totally true. But in most big markets, the big groups like
Entercom and CC cover a vast amount of station formats now. If each
station has all of the main formats covered then they really can
compete. If group owner X has a format Group owner Y doesn't have, there
is a problem. If they all carry everything, then everyone will be happy.
