[IRCA] QSLing Mexicans



David,

Mentioning Mexico, is there a big problem there with getting a reception
report to a station these days? The QSL rate out of Mexico has always
been terrible, but it is worse today. I did not get a QSL out of XEB
until I spent $10 and sent it registered. I got my reply via FedX in 2
weeks! But none of my earlier reports were ever answered. I am still
trying to QSL XERF-1570. I have for years. No luck so far. You are an
expert on Latins. Any suggestions? Of course all of my reports are in SS
and I enclose $1 US for
 return postage.. Thanks.
