[IRCA] FF on 620?

Who would be running French (I think) on 620?  Sounded like a couple of 
pips on hour (9pm PDT, 0400UTC), after a sung ID? then a couple of news 
sounders? tap tap tap tap tap, then possible nx by man with more news 
sounders between items....KPOJ way down in the auroral mud... but  by 0500, 
of course, was dominant, and second signal seemed to be in Spanish.

Is KIGS a possibility?
